How to reattach (i.redd.it)

Electric company said it's my problem to fix. Attachment hook rusted, no longer attached to house for main power supply.

That more like a phone or cable drop. Just pull the wire back and re hook it, you can wrap the wire loop around the hook or call your utility

The wire loop is actually rusted through. How would I safely replace it?

It's the power drop, can trace it back to the transformer. Cable is completely separate & not shown.

You can replace it then, they are very common
