There are literally Ironman modes in games to accommodate exactly your example. Out of all examples you could have picked you picked the worst.
Very good example. I agree that Cyberpunk was one game it felt a lot more part of the universe where everyone is slotting tech in and out to be who they want to be on the fly. I do think the setting and story matters a lot for how natural a respecc option feels.
